Replace the custom variables that apply to every property of a host. Send the full list: items are upserted by id and stored ids absent from the list are removed, so an empty list removes them all. The guest app shows them on every property alongside that property's own property_custom_variables, so a variable that applies everywhere is sent once here instead of on each property. A private VRM can update its own host.
